Montana – a Different Sports Betting State

Montana is different from other legal sports states, as there are no true “physical locations” for wagering. The lottery provides kiosks to licensed partners but does not authorize a physical sportsbook location as one would find in a Las Vegas casino, for example.

In addition to kiosks, bettors can wager via their mobile devices. The Montana Lottery Commission revealed the name of its sportsbook application as Sports Bet Montana. Montana Sports Betting Legislation

Montana sports betting, licensed by the state, became legal on May 3, 2019, when Governor Steve Bullock signed HB725 into law. Members of the legislature had approved it by a 34-16 vote.

The bill made Montana the first state in 2019 and the ninth overall in the nation to offer legal gambling on sports.

The governor vetoed the other bill, SB330, which had been sponsored by Senate President Mark Blasdel. It would have named the State Department of Justice as the regulator. However, Bullock signed Rep. Ryan Lynch’s HB725, empowering the state lottery to run legal sports betting options in Montana.

The governor explained that Montana must enter the sports gambling market conservatively to succeed, adopting only one of the two models. He said:

Sports betting is new to our state. As many legislators and stakeholders have observed, unfortunately, a new market like this cannot support sports betting under both systems at once.”

However, Bullock expects that the legislature will revisit the prospects of a second model if the market exceeds a certain number of entrants in two years.
