In August 2022, the Kansas Racing and Gaming Commission approved sports betting rules to meet September’s online sports betting launch deadline. However, Kansas poker sites and online casinos remain illegal and unregulated.

Kansas Online Sports Betting Launches Sept. 2022

Kansas sports betting launched Sept. 1, 2022, with Governor Laura Kelly placing the first legal wager at Hollywood Casino in Kansas City. The Democratic governor placed a $15 bet on the Kansas City Chiefs to win Super Bowl 57.

Overall, six online sportsbooks were approved initially at the four state-owned casinos. The approved sports betting mobile sites are Barstool, Caesars, FanDuel, DraftKings, BetMGM, and PointsBet.

Although the ‘soft launch’ occurred on Sept. 1 at Hollywood Casino, the official launch was set for Sept. 8 – the day of the 2022 NFL season’s kickoff.

The historic launch date came less than four months after Kelly signed the bill to regulate sports betting – one of the quickest turn-around between legalization-to-launch in US sports betting.

According to the official announcement on August 18, four casinos in the state were authorized to offer online and retail sports betting at launch. Boot Hill Casino, Kansas Star Casino, For County Casino, and Hollywood Casino can have three mobile skins, meaning there could be 12 Kansas sports betting mobile sites in total.

Kansas, Third State to Legalize Sports Betting in 2022

Kansas became the third state in 2022 to legalize sports betting after Maine and Massachusetts. The development came in late April, hours after Missouri failed to bring legal sports betting to the finishing line.

Both Kansas and Missouri had been vying to outpace each other in sports betting legalization to woo the Missouri-based NFL team – Kansas City Chiefs.

In late April 2022, the Kansas Senate approved Senate Bill 84 by 21-13 after the House had passed it 73-49. As a result, the Kansas Legislature became the second in 2022 to send a sports wagering bill to its governor and the first to allow for a competitive market. Earlier, Maine lawmakers approved a tribal-led online sports betting bill, keeping out casinos from offering mobile wagering.

SB 84 allows the four state-owned casinos to have mobile and retail sports wagering. The casinos, established under the control of the Kansas Lottery, are authorized to create and operate sportsbooks or partner with up to three mobile skins each to launch mobile sports betting.

The Kansas Lottery and the Kansas Racing and Gaming Commission will jointly oversee sports betting in the state.

Support and Opposition of the Legalization

Opponents of legal sports betting in Kansas, which has contributed to 65,000 problem gamblers, said the 10% state tax on the industry in annual revenue was not enough financial incentive to regulate the activity. According to initial estimates, legal sports wagering will likely generate up to $5 million in annual revenue.

During the last-minute legalization debate, a senator opposed to the bill asked, “Instead of becoming the 33rd state to legalize this (SB 84), why don’t we become the second state to legalize prostitution?”

However, Sen. Rob Olson, chairman of the Senate Federal and State Affairs Committee, said he was excited to pass sports betting in Kansas as it would bring additional tax revenue to the state.

“My constituents have pushed for this legalization for years, and now, the next time we have a significant sporting event in our state, Kansans will be able to bet on their hometown team.”

“Legalizing sports betting will bring more revenue to our state and grow our economy,” Kelly said. “This is another mechanism that casinos, restaurants, and other entertainment venues can utilize to attract Kansans to their establishments.”

In 2021, the Kansas Senate approved SB 84 to allow retail and mobile sports betting via the state’s four casinos. But the House failed to reach an agreement, delaying Kansas sports betting legislation for another year.

It is also worth mentioning that Kansas Native American tribes could also update their gaming compacts to include sports betting. Kansas tribes own six casinos in the state.

Kansas Wants the Chiefs, But…

Kansas and Missouri revived attempts at legalized sports betting in 2022 to outpace each other. The Missouri-based Kansas City Chiefs were the major bone of contention.

Kansas lawmakers added a special fund to include 80% of sports betting revenue to lure the Kansas City Chiefs across state lines. Although the teams could include MLB’s Kansas City Royals or NBA or NHL teams, most Kansas sports betting supporters have sought to lure the Chiefs to the Legends, a shopping and entertainment district in Kansas City.

Chiefs President Hints at Moving to Kansas

In March 2022, a report from Kevin Clark of the Ringer suggested the Chiefs could move to become the Kansas City, Kansas, Chiefs. It came after the NFL reporter spoke to Chiefs President Mark Donovan at the NFL Owners Meetings in Florida. When asked about potential new stadium options, Donovan said the team has considered options in the state of Kansas after its lease on Arrowhead Stadium expires in 2031.

Ben Fischer, another eminent sports journalist present at the meeting, said Donovan mentioned “a lot of things” when talking with reporters.

Currently, the Chiefs play home games at GEHA Field at Arrowhead Stadium.

Chiefs Not Moving to Kansas

However, a month later, Anne Scharf sought to clear doubts regarding Chiefs’ future plans. Speaking on behalf of the Chiefs, she told the Missouri Senate committee that the Chiefs are not moving to Kansas. Furthermore, Scharf said the Chiefs would forfeit their mobile skins, as required under the bill if the NFL team relocates to another state.
