Is Sports Betting Legal in Kentucky?

Yes, sports betting is legal in Kentucky, but it is not yet operational as of August 2023. Retail Kentucky sports betting is expected to launch in September to coincide with the 2023 NFL season kick-off on Sept. 7.

KY sports betting apps will follow suit on Sept. 28.

Kentucky Sports Betting Law

Under the Kentucky sports betting bill – House Bill 551 – the following changes shape the legal sports betting landscape in the home of the Kentucky Derby:

  • Kentucky bettors aged 18 would be able to bet on sports.
  • A total of nine Kentucky sports betting licenses would be available to horse racing tracks, which could have both retail and online sports betting.
  • Each licensed facility would have up to three mobile skins, totaling 27 mobile wagering licenses in a fully operational market.
  • The tracks must pay a $500,000 initial fee and an annual renewal fee of $50,000. The partnered mobile operators would pay an additional $10,000 renewal fee.
  • Betting on professional sports, college sports, the Olympics, and esports is allowed.
  • Kentucky online sports betting would be taxed at 14.25% and 9.75% for in-person sports wagering revenue.
  • The Kentucky Horse Racing Commission would regulate retail and online sports betting.

Kentucky Finally Made It Happen in 2023

Like the 2022 Kentucky Derby winner, the Kentucky sports betting bill faced long odds to reach the finish line in 2023 until the very last moment.

But House Bill 551 garnered more than the required votes to pass in the dying hours of the final day of the General Assembly in Kentucky. Governor Andy Beshear signed the bill in less than 24 hours, making legal sports betting a reality in the Bluegrass State five years after the US Supreme Court lifted the federal ban.

While signing HB 551, Beshear stated that they had “not allowed an important business” for five years, allowing neighboring states to profit from Kentucky bettors. “But now, after years of urging action, sports betting is finally going to be legal in Kentucky. We made it happen,” Beshear said.

A Dramatic Last-Minute Passage

HB 551 cleared the Senate approval by a 25-12 vote on Thursday evening, hours before the Kentucky General Assembly was scheduled to adjourn on Mar. 30. The crucial bill required a minimum of 23 votes to get through the finishing lines.

As of Thursday morning, HB 551 was destined to meet the same fate as an identical bill – HB 606 – suffered on the final day of the 2022 legislative session, as Republican Senate Majority Leader Damon Thayer said HB 551 did not have the required 23 votes.

By Thursday morning, the Kentucky sports betting bill was one vote short.

While supporting the bill during the debate, Thayer said the Kentucky residents must make their choice if they like to bet on a sports event like the neighboring states.

Kentucky, the 38th State with Legal Wagering

The Kentucky sports betting bill ended up getting 25 votes by Thursday evening, and the governor’s signature on Friday morning made Kentucky the 38th state to have legal sportsbooks. It came less than three weeks after the Kentucky House approved HB 551 from Rep. Michael Meredith by a 63-34 vote.

A three-fifths vote is required in each chamber for a revenue bill in an odd-numbered year.

Expected Legal Online Sportsbook Apps to Launch

Caesars was the first to announce a sports betting deal for entry into Kentucky’s competitive betting market in May. In mid-May, the Nevada-based gaming entity inked deals with Keenland and Red Mile Gaming & Racing for mobile and retail wagering in Kentucky.

Nearly two months later, FanDuel became the second major operator to announce its Kentucky online sports betting access deal with Churchill Downs.

Interestingly, no major Kentucky sports betting partnerships have been revealed since, though DraftKings has an online horse racing partnership with Churchill Downs, which could extend to mobile sports betting.

We have yet to see more partnership announcements as the Kentucky online sports betting launch nears.

However, at a recent meeting held on Jul. 19, Kentucky Horse Racing Commission executive director Jamie Eads revealed several operators have discussed with regulators the Kentucky mobile betting launch. Those operators include BetMGM, DraftKings, Wynn, and Circa Sports.

Popular Bet Types in Kentucky

Moneyline betting is the simplest bet type where you have to pick the winner. For example, if the Kansas City Chiefs are listed at -140, a bettor would wager $140 to win $100.

Conversely, an underdog like the San Francisco 49ers might be listed at +110, indicating a lower probability of winning but a higher payout.

Parlay betting allows you to combine multiple bets for a larger payout, though it carries a higher risk. For instance, if you bet on the Packers and the Chiefs both to win, and they both do, you could see a large payout.

However, if even one team loses, the entire parlay falls through. This form of betting can turn even small wagers into significant winnings, but it requires all your predictions to be correct.

Point Spread

Point spread betting involves betting on the team margins balanced out by the KY betting apps. For example, if the Kansas City Chiefs are favored with a spread of -4.0, they need to win by more than 4 points for a winning bet.

Conversely, if the San Francisco 49ers are the underdogs with a spread of +4.0, they need to either win outright or lose by less than 4 points for a winning bet.

Totals betting, also known as Over/Under, involves betting on the combined total points scored by both opponents. For instance, if the Over/Under for a game between the San Francisco 49ers and Kansas City Chiefs is 53, you can bet on the final combined score to be over or under this total.

This type of bet doesn’t rely on which team wins, just the total points scored.

Props betting, short for proposition bets, involves betting on certain events or instances within a game that do not necessarily have to do with the outcome.

For example, in an NFL game, you could place a prop bet on which player will score the first touchdown. These bets often include individual player performance stats or events during the game.

Futures betting often involves predicting long-term outcomes, such as the winner of the World Series in Major League Baseball (MLB). For example, you could place a futures bet on the New York Yankees to win the World Series before the season starts.

The odds for these bets adjust throughout the season based on team performance, injuries, and betting trends. It’s a way to potentially lock in advantageous odds early in the season.
