But House Bill 551 garnered more than the required votes to pass in the dying hours of the final day of the General Assembly in Kentucky. Governor Andy Beshear signed the bill in less than 24 hours, making legal sports betting a reality in the Bluegrass State five years after the US Supreme Court lifted the federal ban.
While signing HB 551, Beshear stated that they had “not allowed an important business” for five years, allowing neighboring states to profit from Kentucky bettors. “But now, after years of urging action, sports betting is finally going to be legal in Kentucky. We made it happen,” Beshear said.
HB 551 cleared the Senate approval by a 25-12 vote on Thursday evening, hours before the Kentucky General Assembly was scheduled to adjourn on Mar. 30. The crucial bill required a minimum of 23 votes to get through the finishing lines.
As of Thursday morning, HB 551 was destined to meet the same fate as an identical bill – HB 606 – suffered on the final day of the 2022 legislative session, as Republican Senate Majority Leader Damon Thayer said HB 551 did not have the required 23 votes.
By Thursday morning, the Kentucky sports betting bill was one vote short.
While supporting the bill during the debate, Thayer said the Kentucky residents must make their choice if they like to bet on a sports event like the neighboring states.
