Maryland sports betting kicked off with retail wagering in December 2021. Legal online sports betting in Maryland followed suit in November 2022. These are the main features of HB 940, which legalized Maryland sports betting law:

Maryland Online Sports Betting Licenses

Maryland sports betting became law in July 2021. House Bill 940 created 60 mobile and 40 retail sports betting licenses, making Maryland one of the nation’s most competitive sports betting states.

The Maryland retail sports betting licenses would be categorized into Class A and Class B, with sub-categories Class A-1, Class A-2, Class B-1, and Class B-2.

Class A Category

In the Class A category, ten licenses would be allocated to Maryland’s six casinos, three professional sports teams, and two horse racetracks.

Casinos with more than 1,000 slots, racetracks, and sports facilities would qualify for Class A-1 licenses. However, Class A-2 would be available for casinos with fewer than 1,000 slots.

Mobile Online Sports Betting Licenses

How Have We Reached Here?

Gov. Larry Hogan signed the Maryland sports betting bill into law in May 2021, more than a month after the state legislature approved House Bill 940. The General Assembly’s approval of the sports wagering measure as an emergency bill paved the way for the launch of retail wagering in December of that year. However, Maryland sports bettors had to wait another year to place legal mobile bets.

In November 2020, Maryland voters approved sports betting by a significant margin of 2-to-1, leaving much for the lawmakers to hammer out in the 2021 session.

A “disparity study” was included to determine whether the Maryland sports betting regulator needed to include provisions to give special representation to minority and women-owned businesses in the industry.

The SWARC initially predicted legal Maryland online sports betting would draw up to $25 million.

The Longest Legal to Launch in US Sports Betting

Maryland claims the awkward title of the longest legal-to-launch sports betting state, taking two years from when residents approved the industry to mobile wagering finally becoming available in November 2022. The disparity study was mainly responsible for this awkward delay.

Between September 2021 and August 2022, the MD sports betting regulators received the study from the state Attorney General’s Office. After the study was reviewed, it stated, “SWARC is not able to apply any race- and/or gender-conscious criteria in its evaluation of (wagering) applicants.”

Meanwhile, Maryland Lottery picked five retail wagering locations in November 2021, a month before the launch.

Hogan Calls for Speedy Mobile Launch

In June 2022, amid public criticism and the delayed launch process, Gov. Hogan wrote a letter to SWARC calling for mobile betting to kick off by Sept. 8.

In September, Maryland regulators announced that online sports betting would launch as soon as the first batch of licenses is awarded. In October, SWARC said Maryland online sports betting would go live between November 21 and December 5.

Eventually, seven legal MD betting apps kicked off Maryland online sports betting on Nov. 23, 2022.
