Indian Gaming Tribes in New York

The Empire State is home to 10 full-service Indian casinos that operate 24/7, all of which are located on tribal lands.

The tribal gaming commissions are primarily responsible for the regulation, control, and security of these gaming operations. The compacts with Oneida Nation and Saint Regis Mohawk Tribe allow these tribes to operate an unlimited number of gaming venues and machines. Meanwhile, the Seneca Nation compact permits up to three gaming venues with an unlimited number of machines.

This vibrant gaming culture traces its roots back to April 16, 1993, when the first gaming compact was signed between the Oneida Indian Nation and former Governor Mario M. Cuomo. This led to the opening of the Turning Stone Casino Resort on July 20th, 1993.

Tribal gaming in New York emerged following the passage of the federal Indian Gaming Regulatory Act, which allowed Native American tribes to operate Class II and Class III casinos. Under the agreement, the Seneca Nation of Indians agreed to pay $349 million in gaming revenue to the state and local communities.

However, it hasn’t always been smooth sailing. In November 2007, the Saint Regis Mohawk Tribe sued the federal government in an attempt to win approval for an off-reservation casino. Despite having community and Governor Spitzer’s approval, the Department of the Interior delayed and ultimately rejected the proposal in January 2008.

In November 2010, the Saint Regis Mohawk Tribe stopped making payments to the state, claiming a violation of its tribal compact. Finally, in May 2013, an agreement was signed between Gov. Andrew Cuomo and Saint Regis Mohawk Tribe.
