Eight of the Nine Mobile Licenses Launched So Far

Since the New York Gaming Commission (NYGC) greenlighted the nine online sports betting operator licenses in November 2021, eight have been launched so far.

Most recently, Genting-owned Resorts World NY launched its WorldBET app in March 2022. It was the eighth mobile sportsbook to enter the New York online sports betting that launched the industry on Jan. 8, 2022. Bally Bet is the only licensed operator yet to launch in the Empire State.

Those nine approved online sportsbooks were part of the two superbids that were recommended by the commission in November 2022. The two winning bids included:

  • Bally Bet, BetMGM, DraftKings, and primary applicant FanDuel Sportsbook
  • Caesars Sportsbook, PointsBet, Rush Street Interactive, WynnBET, and Resorts World, and primary applicant Kambi.

A group of operators had jointly contested to win the highly competitive NY legal online sports betting market that would deduct 51% of sports betting revenue. All nine were licensed for 10 years based on the tax rate.

What Were the Criteria for Winning the Superbid?

Four of the six submitted bids failed to meet the criteria set by the commission. The failed bids include:

  • Barstool Sportsbook and Fanatics, with primary applicant Kambi
  • Bet365
  • FOX Bet
  • theScore Bet

The New York Gaming Commission had set the criteria, requiring a technical score of 60 out of 75 points based on the scoring system mentioned in the RFA to be considered a qualified superbid.

Though bet365 met the criteria, the commission was not convinced it would be financially beneficial to the Empire State.

Launch Day

Of the nine winners, FanDuel, DraftKings, Caesars, and BetRivers were the first to launch in New York (Jan.8, 2022) to take legal mobile bets – just in time for the entire NFL playoffs.

The remaining five approved operators – BetMGM, Bally Bet, PointsBet, WynnBET, and Resorts World) – could not go live on the launch day as they had to clear regulatory inspection first.

Legal New York online sports betting launched eventually on Jan. 8, 2022, at 9 a.m., joining in-person sports betting, which began in 2019.

BetMGM joined on January 17. PointsBet followed on January 24. WynnBET joined the lucky-nine on February 3 – a month before the Resorts WorldBET became the eighth operator to grab its share.

In its first month, New York became the largest market by handle, which saw nearly $2 billion in total bets. The state saw over $70 million in taxes during its first 30 days.

Bally Bet Yet to Launch

Bally Bet recently announced its plans to go live by April 2022, eying to take a more strategic approach before stepping into the nation’s largest online sports betting industry.

It will be the fifth state for the Rhode Island-based gaming and entertainment company. Bally Bet is also an official partner of Major League Fishing. However, it’s already mid of April, and Bally Bet has not launched in the state.

NY Mobile Operators and Their License Partners

BetMGM New York & its Partner

BetMGM launched in New York online sports betting following its sports betting partnership with Madison Square Garden Sports Corp in November 2021. The multi-year partnership made BetMGM an official sports betting partner of the New York Knicks (NBA), New York Rangers (NHL), and Madison Square Garden Arena – all of these are owned by MSGC.

The partnership includes brand exposure in-stadium as well as digital brand exposure. The digital arm of MGM Resorts has also struck prior deals with the NBA and sports groups such as Turner Sports, Yahoo Sports, and Bleacher Report. Those deals allow BetMGM to take NBABet, including highlights, daily odds, and insights on NBA League Pass, NBA TV, and social media.

Caesars New York

Caesars Entertainment already has a three-casino foothold in upstate New York. Ahead of the mobile NY sports betting license in November 2021, the casino giant forged a deal with MSG, allowing Caesars Sportsbook (and MSG’s other partner, BetMGM) to capitalize on the new online betting market. Caesars-MSG sports betting deal includes:

  • Digital brand exposure across its social media channels.

DraftKings New York & its Partner

In November 2021, DraftKings (and FanDuel) struck deals with the NBA, becoming the official sports betting partner of the basketball league. The NBA deal allows the Boston-based operator odds, featured games, and highlights via existing social media channels.

DraftKings-NBA relations date back to 2019 when they announced a multi-year deal, naming DraftKings an authorized betting operator of the league. The latest deal for New York sports betting deepened the partnership, making DraftKings the exclusive presenting partner of NBA Stream – the league’s betting-oriented telecast on NBA League Pass and the NBA TV App.

FanDuel New York

FanDuel was the co-partner of DraftKings when the two sportsbook giants struck deals with the NBA in November 2021. Already an official partner of the NFL and Genius Sports, FanDuel Sportsbook offers its customers exclusive content and data from Next Gen Stats, the NFL’s official data feed.

But FanDuel’s expanded deal with NBA – the two have been partners since 2014 – allows the New York-based operator to become the exclusive presenting partner of the weekly NBABet Show. The New York fans can also choose from FanDuel’s live odds displayed on the Games page of

Then, two days before the New York online sports betting went live, the NFL’s Buffalo Bills named FanDuel its official mobile sports betting partner. The multi-year deal allows FanDuel to become the presenting sponsor of the New York-based Bills-themed podcast – Bills by the Numbers. The partnership also allows FanDuel access to an array of media assets, including digital platforms to engage Bill fans, besides in-game signage at Highmark Stadium.

PointsBet New York

In 2018, the Australian-based PointsBet entered the US sports betting market through long-term agreements with Meadowlands and Tioga Downs for market access in New Jersey and New York. The historic deal, which came a year before retail sports betting was launched in New york, was a part of the package deal with Jeff Gural – the owner of both racetracks.

PointsBet is also an official partner of the NFL, NASCAR, and the PGA Tour and went live on Jan. 25, 2022. Thanks to its partnership with Genius Sports, the Australian-based operator also provides official NFL data and content for its consumers. In addition, PointsBetting is the company’s unique score-betting feature, which no other sportsbook in the world offers, claims PointsBet.

BetRivers New York

BetRivers secured its New York online sports betting market entry on the launch day, thanks to its retail presence in the state. Rivers Sportsbook was the first retail sportsbook in New York that opened at the Rivers Casino Resort in downtown Schenectady in July 2019.

Rush Street Interactive – a Chicago-based gaming company – owns BetRivers and Rivers Casino. The early retail presence is likely to bring huge success for the Rush brand in what has turned out to be the nation’s largest sports betting industry within 30 days after its launch.

WynnBET New York

In September 2021, WynnBET and the New York Jets announced a sports betting partnership. Under the multi-year deal, the professional football team based in the New York metropolitan area named WynnBET its official sports betting partner. The agreement allows WynnBET a dedicated club space – the WynnBET Green Room – for sports betting fans at MetLife Stadium for live betting feeds and in-stadium promotions.

Besides, the sports betting arm of the Wynn Resorts also became an official presenting sponsor for the Jets Podcast Network, Jets Game Preview, and the Jets SportsNet NY pre- and post-live shows.

Resorts WorldBet

Resorts WorldBet was the latest online betting app that launched in March, just in time for March Madness. On March 30, the new mobile app for Resorts World New York partnered with Genius Sports to help power the digital sportsbook. Resorts World NY has brick-and-mortar casinos, Resorts World Catskills, and Resorts World NY City. Resorts World Catskills in Monticello was among the four casinos approved for retail sports betting in 2019.

Legalization Efforts for NY Sports Betting

New York State was ahead of its time in terms of sports betting legislation as the state authorized the practice in a 2013 gambling expansion act aimed at bringing economic boost upstate. In 2013, a voter referendum allowed the four upstate casinos to have legal sports betting. But there was a barrier – the Professional and Amateur Sports Protection Act of 1992.

In May 2018, the Supreme Court struck down PASPA in a historic ruling, paving the way for states, including New York, to move forward with their sports betting legislation. Despite the Empire State launching retail sports betting at four upstate NY casinos in July 2019, online sports betting could not see the light of the day until January 2022. Gov. Andrew Cuomo was one of the reasons who wanted to limit sports betting.

Addabbo Leads Mobile New York Sports Betting Legalization Efforts

Since the annulment of PASPA, state lawmakers across the country started to push bills seeking to legalize retail and online betting in their respective states. New Jersey was the first to legalize online sports betting; Pennsylvania sports betting followed suit immediately. But the Empire State lagged behind despite facing economic pressures, leaving residents no option to drive into other the neighboring states to place legal sports wagers.

By 2019, New York was facing a $6 billion monstrous budget deficit. At the time, only four casinos – Rivers Resort, Tioga Downs, Resorts World Catskills, and del Lago Casino & Resort – were offering in-person sports betting. There were also some tribal sports betting at their establishments. But there was no legal online sports betting available.

Sen. Joseph Addabbo was the first to spearhead online sports betting in New York. He sponsored multiple NY sports betting bills over the years, saying over and over again that the New York residents are traveling to New Jersey for online betting rather than driving a long distance to New York’s upstate casinos. The Democratic leader repeated several times that nearly 25% of New Jersey’s online sports betting handle would come from New York residents, reiterating it could provide the same positive results for the Empire State.

Cuomo’s “Change of Heart”

In January 2021, Cuomo surprised many when he announced support for online sports betting. Facing an economic crisis resulting from COVID-19 closures, the then governor said he planned to follow neighboring New Jersey in legalizing online sports betting and recreational marijuana. Cuomo said he would push for the measure in his State of the State address next week.

Cuomo’s initial plan was a lottery-style setup under which the New York State Gaming Commission would pick a sports operator (or platform) that has partnered with an existing licensed casino. The purpose of administering was to ensure a greater portion of the revenue goes into state coffers at the expense of the casino owners. Meanwhile, Addabbo – a critic of the governor’s sports betting plan – said he would bring another bill in the first quarter of 2021.

On Jan. 7, 2021, Addabbo and Assemblyman Pretlow both filled bills in the respective chambers, seeking to legalize online sports betting through casinos rather than the state lottery.

Cuomo’s Version Carried the Day

The influential governor prevailed when New York approved a limited-operator mobile betting model on April 6, 2021. On April 18, Cuomo officially legalized mobile sports betting as part of the state’s 2022 budget legislation.

The New York State Gaming Commission was empowered to initiate a bidding process for two platform providers and four mobile skins. The application deadline for the auction was July 31, 2021, followed by an evaluation process by the commission. The commission missed its July 1 target to launch the bidding period of New York mobile sportsbooks. In August 2021, potential operators began submitting their applications, hoping to become a part of the nation’s largest market.

The Surprise of the year was when the three largest operators – FanDuel, DraftKings, and BetMGM – made a joint bid for New York online sports betting access. Cuomo announced his resignation on Aug. 9, 2021 – a day after the bids for the New York mobile sports betting licenses went public. But Sen. Joseph Addabbo said Cuomo’s resignation would have little impact on the process leading to the mobile sports betting launch.

The Eventual Launch

On Sept. 1, 2021, the commission began hearing proposals from potential operators to determine which companies would be able to operate within the state jurisdiction. All potential operators that applied for the coveted online sports betting license must agree to the Empire State’s proposed rate matrix by Oct. 25, 2021. The tax rate – which could range anywhere between 35% and 64% – was determined by how many operators would be allowed to function in the state.

On Nov. 8, 2021, the commission finally approved licenses for nine online sportsbooks, including giants like FanDuel, BetMGM, DraftKings, and Caesars. The initial launch plan was still February 2022. But the commission announced on January 6 that four operators – FanDuel, DraftKings, Caesars, and BetRivers – would initially go live on Saturday, Jan. 8.

Gambling History in New York

The horse racing industry has been a flourishing institution in the New York for more than 100 years. Belmont and Saratoga are globally renowned racetracks are a precursor to New York sports betting. New York is also an established daily fantasy sports market. The overall DFS revenue nationwide in 2017 was nearly $335 million – $35 million of which originated from the Empire State.

New York narrowly missed legalizing mobile gambling in 2017 before renewing the efforts in 2021. In 2015, the existing racinos generated $2 billion in revenue from slot machines.

The 2013 bill that currently regulates New York sports betting was intended to serve as a mini-stimulus package for struggling upstate communities. It was economic viability that limited gaming to those communities. Online gambling efforts had been underway even before the PASPA ruling. In 2016, the New York Senate passed a measure to legalize online poker, but it failed to clear the state’s assembly.
