North Carolina’s efforts to legalize online sports betting have gained momentum this year, with Rep. Jason Saine of Lincoln County filing House Bill 347 in the General Assembly in March. If passed, the proposed bill would permit legal mobile betting via smartphones and other electronic devices starting Jan. 1, 2024.

Last year, a proposal to legalize mobile sports betting in North Carolina failed by a single vote. However, the North Carolina House, which previously blocked the bill, approved the latest sports betting bill with a vote of 64-45 in March. The bill now moves to the Senate, which previously passed a similar proposal in 2021.

Governor Roy Cooper also supports legalizing sports betting, having included it in his budget proposal.

In 2019, North Carolina passed SB 154, which allows Harrah’s Cherokee Casino Resort and Harrah’s Cherokee Valley River to offer retail sports betting on their premises. The Catawba Two Kings Casino became the state’s third retail sportsbook after signing an agreement with the governor in Jan. 2021.

What Is in the New Sports Betting Bill?

If North Carolina Senate approves HB 347 without introducing any significant amendment, this will be how North Carolina sports betting law will look like:

  • Up to 12 online sports betting licenses would be available. Operators would pay $1 million for a license, renewable after five years.
  • Wagering on college, professional, and Olympic sports would be allowed.
  • Federally recognized tribes would be allowed to offer mobile wagering.
  • The North Carolina Lottery Commission would regulate online sports betting.
  • Legal sports betting revenue would be taxed at 14%, with operators receiving promotional tax deductions during the first few years.
  • NC sports betting revenues would go to local, regional, and state athletics initiatives, smaller athletic programs at schools, and problem-gambling programs.

Will North Carolina Legalize Online Sports Betting in 2023?

It is highly likely that North Carolina will legalize mobile sports betting in 2023.

Efforts to legalize online wagering were revived in March 2023 when House Bill 347 was filed in the General Assembly. The proposed bill would allow for legal mobile betting via cell phones and electronic devices by January 1, 2024. The bill cleared the House with a 64-45 vote and now heads to the Senate.

In 2022, a similar proposal was narrowly defeated by the House. However, nearly half of the House lawmakers signed on as sponsors for the new sports betting bill, suggesting growing support for legalization.

Professional sports leagues and franchises in North Carolina, along with state tribes, are pushing for a share in mobile wagering. Governor Roy Cooper also supports the idea of legal sports betting.

While opponents warn about the dangers of problem gambling, both Democrats and Republicans believe they have enough support in the legislature to clear any hurdles to get the North Carolina online sports betting bill passed.

The legislative session ends on August 31, but if the bill does not see progress in the upper chamber, it can carry into the following year.

However, in January, Senate President Pro Tempore Phil Berger stated that HB 347 is a bipartisan bill that has the support of both chambers and the public.
